Default Immigration Reform . . .?

If Mexico would work in conjunction with the United States to secure our southern border, would you be willing (in exchange) to provide Mexico with financial incentives? For instance, in exchange for a secured border would you be willing to provide low interest business loans to Mexican citizens? Or some type of "affirmative active" for Mexico - something like 1% of all Federal contracts should go to the country of Mexico? It seems the only way to end illegal immigration is to elevate their economic standards (in my opinion). What are your thoughts? Thank you in advance for your response(s).
